No it isn't. It's simply the thinnest of the three.
Looking at their stats, it's actually the slowest of the three.

What CATS?
The only one clearly feline is Raikou.
Entei is the mythical "lion dog" that inspired the Pekingese dog breed, and Suicune has no discernible features that would mark it as clearly feline.
