What pokemon are considered top tier in PU?
Why exactly is this a surprise? Each tier has around 55 pokemon in it, including coincidentally Ubers, which I think doesn't surpass 60. Adding the pokemon from the BLs, we get around sixty pokemon (including megas and other forms) in each five tiers above PU. You really think ALL fully evolved pokemon and all their formes could be evenly distributed across six tiers? FU will just have around 60 less pokemon than PU.

The main problem is that even with 802 existant Pokémon and their formes, Smogon still doesn't allow any tier not named Uber to have more than 50 Pokémon, that's why the lowest tier is always filled with that high amount of Pokémon, and instead of adding more Pokémon they create a pseudo tier named Borderline where remain Pokémon that MUST be OU but "are not too useful in OU and too strong for UU".
I feel like FU will have to become a thing eventually. But...what comes next? CU? ZU? BU?

That's not how it works at all. A pokemon is considered OU if it gets more than 3.41% usage. Hell, there's more than 50 pokemon in OU right now.

You know, there are actually decent Pokémon in UU like Arcanine, Mew, and Scizor (only to name a fews), but the only fact that they aren't in the top 50 of OU is the reason they are in UU.

Arcanine is garbage in UU and Mew is OU.
In any sort of competitive game that is based on various interchangeable pieces/characters, it's inevitable that despite efforts towards balance, the top tier of competition will tend to center around a much smaller portion of the entire pool of available options. You see this for example in card games, e.g. in Magic: the Gathering there are upwards of like 30000 different unique cards, but in a competitor format only around 2-300 or so of them actually see play in serious tournaments.
So really, Pokémon is no different in this regard, and actually Smogon does a fairly decent job of balancing the competitive formats to allow for a fairly large variety of different 'mons to see tournament play.
That's why we need another tier or changes to be made to the existing tiers.
Food for thought: In Smogon's eyes, Luvdisc is in the same league as Pokemon like Gallade, Regirock, Gastrodon, etc.
