What if they nerfed freeze's effects, but made it a status that you could actually inflict more reliably? Like it would last for 4 turns, and guarantee crits, or reduce special attack, and there could be an ice type will o wisp.

Terrible may be a bit harsh, but it's really not great. Ice type pokemon often have shallow movepools, steel rules the metagame, and dragons have less of a presence thanks to fairy. Fairy is now the dragon killing type, at least there are still ground types ice can deal with kind of, but the ground types probably have stone edge, its more reliable to just have one ice attack on a water type pokemon

It's actually pretty good offensively, it's just that Gamefreak can't design Ice-types worth a damn. They also got usurped as Dragonkillers in the form their weaknesses getting stronger moves and Fairies.
