I have no fucking hype for USUM but I want to get them anyways because there might be SOME sliver of hope and plus it's Pokemon. If I pirate the games and decide that "holy shit it's actually good", is there any way I can use homebrew to take the saves of the pirated versions and inject them into the cart versions should I decide to fuel GF's judaism? I prefer having the physical carts over the digital releases, inefficient as it is.

No, they didn't. You've been fed misinformation. There was a ban wave back during the spring that affected homebrew users. Not all homebrew users, but a good number of them. Either way, you have the means to unban yourself anyways. Shit, I've unbanned my o3DS four or five times and my n3DS three times.
