Where do they make the pre release artwork

Here are some OP, they have't uploaded anything past Primal Clash though http://www.pokemon.com/us/pokedex/downloads/
There are newer ones in the PTCGO client but I don't know where the files are stored, I'll check for you though

pokemon tcg english website has some wallpapers for download based on the pack art. pic related is one of them.

some artists who have done art for the tcg have uploaded the full pieces to twitter, don't remember the specific accounts though, sorry.
