Alolan Raticate has a different type and is a variant of a Gen 1 Pokemon, and even though it's just a different color + cheek pouches + a different pattern on its fur, it still manages to look more distinct from regular Rattata than Dusk Lycanroc does. Meanwhile the latter is a new form of a Pokemon that was just recently introduced and already has two forms each with distinct designs.
And if you were here for the SM hype season you would've seen the shitposting complaining that Alolan Rattata/Raticate were too similar to their original counterparts.

i don't think dusk form is supposed to be a fusion of the two forms, i think its supposed to be rockruff trying to evolve into midday, but a mutation occurs because its starting to become night, and some of midnight's traits get added onto midday, the same will most likely happen with a dawn lycanroc
