It's either SpAtk+HP or SpAtk+Speed, it pretty much comes down to preference at that point. For UU I like to run this:

Primarina @ Choice Specs
Ability: Torrent
EVs: 208 HP / 252 SpA / 48 Spe
Modest Nature
- Hydro Pump
- Moonblast
- Psychic
- Sparkling Aria

Speed EVs are just enough to outspeed uninvested base 65 (mainly Scizor) and Sparkling Aria is useful for Sub Gliscor and Hawlucha, or when you need the accuracy Hydro Pump lacks. I still have to try the RestTalk set too.

I was going to mention Torrent would boost that even further, until I looked up that the ability was changed in Gen 5 to only boost the offensive stat when using Water attacks(which will fail when your offenses are boosted to the maximum). Well shoot.
