lets look at N's highest level pokemon in the final fight of the main game: Reshiram level 52
the lowest level postgame pokemon i can find (meaning from newly available trainers) is around 61 so you were almost right, but lets look at Cheren's highest level pokemon from when he moves to Victory Road because he is more indicative of the average levels of the new trainers: Starter level 67, and the strongest of the E4's pokemon: Alder's Volcarona lvl 77
