Just because it was a result of artists block doesn't make the design itself mediocre. It would be no different from your expectations if it was posed as a full on biped. And a bigger Dewott would be lame unless your a super autist(which is about 90% of Oshawott fans sadly).

It doesn't make the design good either. And the design isn't good. Awkward stance, awkward use of weapons, and awkward transition from the previous stage to the new one. The only good idea there is the shell swords and the helmets. The body leaves a lot to be desired.

I think the body plays a part on the sword-fighting idea while on the water. If it was a biped, it would have to stop at one place to unseath the blades. While on four feet, it would be able to quick draw while backpedaling is it's adept to use all it's limbs.

Also the helmet would be 100% worthless if it was bipedal unless they made it a semi quadruped. The helmet is a shell, so any shell it carries is going to be used as a weapon. I don't think its that bad of a design, while being a fully bipedal would increase it's appeal, there is some merits of it being primarily quadrupedal.
