I think you're forgetting the point of arena trap. If flygon doesn't trap a scarfer it can set up and outspeed everything that doesn't have priority ice type moves. You really don't understand strategy at all.

The problem with Flygon isn't bulky to set up, it can take hits of some weak mons but actually it only would set up in with Choice specs magnezone, Toxapex has haze so it can't boost to +6, the other walls can break its subs, Unaware Clefairy laughts at it and is easy revenge kill it with priority. The bulk is the reason that keeps Flygon out of OU.
