Is it worth investing in a special attack 3rd gen Metagross?

God no. Choice Band build with Metear mash, shadow ball, sludge bomb, and earthquake all the way.

You see, there aren't many options on gen III, Zen Headbutt is not available until gen IV so the only moves worth getting are Meteor Mash & Earthquake, psychic maybe because of STAB, were ghsot moves physical attacks on gen III? if so, shadow ball is a nother good choice

Yeah ghost is physical in gen 3 just because of lick being the only non fixed damage ghost move in gen 1.

Don't invest in Special Attack, but keep Psychic anyway for STAB and coverage. It'll be handy against more physically defensive Fighting and Poison types.

Not really, the most you get for coverage is thunderpunch for skarmory and gyarados, maybe hidden power grass to dent swampert, earthquake takes care of poison types bar weezing and will usually do more damage anyways. If you still want to run a mixed set you could try

Thunderpunch/hp.grass
Earthquake
Meteor mash
Explosion/rock slide.
