Most of the world is dangerous and inhabited by feral Pokemon, strong leagues of trainers ,criminal organizations, and companies gain a great deal of power due to these circumstances and form defacto governments. Due to cheap highly advanced tech most places are socialistic in basic needs, but capitalistic in everything else. Additionally it seems most regions are basically bands of extended city-states rather than real nations.

Also people in general seem to be more docile than their IRL counterparts, so violent crime is rarely a problem. A countereffect is that the few who are actually criminally minded stand to gain a great deal from this disposition due to a lack of resistance (see basically every evil team not being stopped).
