Raikou and Mewtwo are the only legendaries worth a damn. although Zapdos is better against Solar Beam Ho-Oh than raikou is, Raikou gets access to thundershock and wild charge, two amazing dps moves, while zapdos gets charge beam thunderbolt.

This. Several chat I know of have stayed there after legends just cause it is easy. Nyc and Santa Monica used to be common but still groups were divided some discords won't let you be in other ones cause other chats "steal coords" fucking babies. But now after legends in Chicago all raid chats went there and have stayed there with spoofing whales who have bought hundreds of passes lead as raid master and tell people when to join in private groups that fill in seconds. At peak there are 4 groups of 20 private and 1 or 2 sets that go public cause they can't get in or just don't know of such organization being stray spoofers as well as legitimate players these lobbies also fill quickly.

I remember scrolling through the player list while in queue timer, most of them around 20-25. There was not any players levels 34-40.
I was level 30 myself.

Another reason should be that majority of group kept questioning what pokemon should work against Lugia. I tried answer with what type should work, but most of them didn't have no idea what type their pokemon mostly were, so I had to list down the most effective Pokemon to counter the Lugia.

The tinfoil thing is real. I spoof on a Lenovo Tab on Android 4.4, because I could move the GPS app to system. It still rubberbanded, so I bought a cheap case and put 3 layers of tinfoil in the back of the case. Haven't rubberbanded since.
