The names had nothing to do with it. Characters have always been named after plants in Japan, and all those characters just simply kept their Japanese names for a change.

Loads of characters were named after flowers.
Whats funny is the people in Team Skull are named after native Hawaiian flowers while the names in the Aether Foundation differ. Balsamine (Lusamine) is invasive in Hawaii and Faba beans have a long history of being associated with death and occasionally necromancy. In comparison, native species such as Plumeria, Guzmania, and Gladiolus are non threatening. Wicke, though a part of the Aether Foundation, is named for Wicker, which is seen as motherly.
It doesn't end there though.
Hala is named after the native Pandanus tectorius tree, also called the "Hala Tree"
Olivia is named after the native Alyxia oliviformis.
Nanu is named after the native Cibotium aka Nānū, and his Japanese name literally calls him by this tree's common name, gardenia. Hapu is also named after this tree, which species is called Hāpuʻu.
There's many others, but I'm running low on time, so see if you can guess these flower's characters based on the flower names: ʻIlima,
ryūki, lilia-lana-i-ka-wai, kiawe (It's wood is a long lasting charcoal and firewood), maʻo, Sophora chrysophylla, acerola, jasmine (matsurika for japan), and Kāhili (not only a flower, but the name of a popular hawaiian golf course!)

In Japan all female characters are named after flowers. And Alola is full of flowers due to the Hawaiian theme, so I'm not sure what you mean by "very little".
