I think it's usually just projection based on assumptions made from their appearances. Literally none of Primarina's official descriptions hint at anything about its personality. Though I've actually seen fans complain that Primarina's personality isn't specified, while others complain it has a set personality. You can't please everyone I guess.

People already do that with Primarina and Brionne, so what's wrong with letting Popplio in on it? It still gets way more fanart where it looks "neutral" anyway. You can tell just by looking at all the new art in this thread.
Also, can you point to 3 non-Japanese fanartists who do this with Popplio? I don't think I've ever seen this trend among western artists, it's usually just Japanese artists for some reason(maybe different values?) and I don't know, maybe it seems like this big thing in the fanbase because it's mostly Japanese fanart that gets posted here?

On top of that, most of the artists who draw Popplio that way do and did the same for a lot of other Pokemon too anyway. Eeveeolutions, Alolan Vulpix and other cute 'mons come to mind. The cute Alolan Vulpix picture/gif that often gets posted here on /vp/ was made by the same artist who made the image you posted, for example. I can absolutely understand someone for not liking that type of art, I just don't get why the anon you replied to has that problem exclusively with Popplio. Well, I do get it, but whatever. Not the Anon you replied to, but the problem I have with it is that it didn't start happening until the evolutions became official. There was a complete shift in the overall feel of the art it got since that point and it ends up feeling like they're trying to make Popplio into something it's not.

What is Popplio then? The only set personality it has according to official descriptions is "hard worker" and "playful", so that doesn't mean it can't be feminine. It's a species so any Popplio could have different traits.
