Nah, if I were to put 'em in order best to worst it'd personally be like

2 > 1 > 3 > 5 > 6 > 7 > 4

None of them are truly outright bad bar my personal vendetta against approximately 98.52% of the HGSS soundtrack though that last approx. 1.48% is pretty fucking primo

gen 2: very good and still iconic
gen 3: trumpets, but quite shrill. Still has some good here and there.
gen 4: Take, like, only the shrill parts of gen 3. There are like 1 or 2 decent songs here though.
gen V: Really, really good. Probably my favorite in the franchise. Route 10, Iris' theme, Ghetsis' theme, the individual gym leader themes, etc... so good.
Gen 6: Actually really good but not mearly as memorable as it should be. Laverre city and Dendemille town alone push it very high up there.
gen 7: I admittedly haven't finished yet, but so far it's a mixed bag. Not very memorable and reminds me of Sinnoh, but it's not anywhere near shrill, but still only middling. I'm expecting it to get better as I go. Some themes are pretty good though.

4: I don't really like DPPt's soundfont at all but it has some good tracks, while HGSS has a better soundfont with some remixes being awesome and others being crap, leaning more towards the good side than bad
5: Great soundfont, great music, some more experimental by Pokemon standards up to this point (Ghetsis, Colress), probably the best overall. The soundfont is way better than Gen 4.
6: Pretty good route and town themes but few good battle themes. ORAS did justice to most of the tracks and even improved some but there were also ones that are worse
7: More atmospheric - a lot of tracks aren't that memorable but when there's a good one, it's really fucking good (Poni Wilds or Lusamine come to mind)

Sound quality and production is a major factor for me so I really can't stand gen 4 or 3. 1 and 2 I can get on board with though, because 8-bit is a different kind of sound altogether.
6 just has some really beautiful arrangements for me. Most route themes and city themes are 10/10 imo. I do agree that battle music is a little lacklustre though.
7 has some really great battle themes like the tapu theme or Lusamine 2 (undoubtedly my favourite battle theme ever) and some of the town themes are great too like seafolk night, malie night and the island festival theme.
5 is generally pretty middling for me, Giant Chasm, Burgh Gym and Iris' battle theme are pretty great though.

Gen 1: Iconic and revolutionary, but a couple hit or miss tracks.
Gen 2: Same as Gen 1, but a little more consistently good overall.
Gen 3: Awesome, unique, and amazing. If Colosseum and XD's music counts, it's the best OST by quite a bit.
Gen 4: Forgettable, save a few standouts, but not bad.
Gen 5: Very good overall. A good chunk of the tracks I wouldn't go back after hearing them and listen to them, but I would still say they're good.
Gen 6: Subpar battle themes, but still great themes otherwise.
Gen 7: Battle themes improved a bit, and overworld music was about as good as XY's

3>2>5>1>7>6>4

Also, I'm tired of hearing people shit on X and Y's soundtrack when it was only really the battle themes that were subpar, generally speaking.

Gen 1: The most iconic gen but that just comes with the territory of being the first and most popular entry in the franchise. Not bad by any stretch of the imagination, but not the best. I use gen 1 as a benchmark for competent gen soundtracks, if it's better than or just as good as gen 1, it's great, if it's worse, it's shit. Favorite track would be the Lavender Town theme.

Gen 2: Favorite, partially due to nostalgia but mostly because of how sweet and melodic the entire gen's OST is. It took what made Gen 1's music great and expanded upon it, no other gen has as much consistently great town themes and no trainer battle theme comes as close to being as good as Johto's. I feel like most of the reasons for why people say Johto is the comfiest region comes from the soundtrack that accompanies. Favorite track goes to Dark Cave.

Gen 3: FRLG fucked up what made RBY's soundtrack great (funnily enough FRLG's version of Johto songs beats HGSS by far) but hoenn still comes in strong. For what it's worth, many of the songs were lackluster but compared to what later gens bring in Hoenn comes out a lot stronger. The trumpets got a bit annoying, lots of my favorite tracks were the ones that didn't have an overly prominent use of them. Mt. Pyre's Outer Wall theme is the strongest one here.

2: Even better chiptune shit. Standout tracks include National Park, Ecruteak City, Kanto Gym Leader Battle, also most of the Route music in general is damn good. 38 is my favorite.

3: The over-use of trumpets is really annoying and the whole soundfront sounds "bouncy", but there are a lot of really good songs anyway.

4: Overall best in the series imo. A lot of boring music, but the good shit is so good it doesn't matter.

5: Out of every gen, this is the one where the music seems to fit the most in each area.

6: Worst battle themes in the series save for Lysandre's. Overworld music is also pretty meh. I don't know what happened here. I guess with the improved sound capabilities of the 3DS they figured they didn't have to try as hard.

7: They stepped their game up after the disappointment that was X/Y. This is the soundtrack I find myself listening to the most these days.

Gen 4: Gamefreak experimented with new soundfronts but for the most part it was very miss. Songs here just don't have the same kind of vibrancy they did back in the old gens, HGSS gave us a really butchered version of Johto's soundtrack but butchered Johto still beats pristine Sinnoh. There are a few great tracks here and there but there's just too much mediocre waste filling up the majority of the OST to really claim that gen 4 had a great soundtrack. For what it's worth the soundtrack really improves once you get to post-game island. Best track by far is the giratina battle theme.

Gen 5: Second best gen (in terms of music) to two. Out of every gen 5 had the best collection of battle themes but that doesn't mean that it disappointed when it came to town, route, and dungeon themes. Route 10 is easily the best route theme in the entire franchise. Listening to gen 5 sometimes feels like listening to a Zelda OST however. The only complaint I have with gen 5 is how grating many of the hardbass legendary theme is. Also fuck what anyone says Iris has one of the best champion themes in the franchise. Picking a favorite track is the hardest here, I'd have to go with either N's battle theme or team plasma's battle theme in the originals.

Gen 6: Worst gen for music, completely forgettable 99% of the time. As per usual ORAS remade soundtrack isn't as good as the original but ORAS comes the closest, plus it has a good original track (Zinnia's battle theme). Kalos however? A complete bore, utterly forgettable, completely trash region for an OST. The Power Plant theme is by far the best in this musical mistake of a generation.

Gen 7: Much like Kalos, Alola has some utterly dogshit tunes here. Hawaiin music I've always found dull and many of the songs that try to sound like a pokemonized version of the Spongebob soundtrack come off as crap to me. Still, when it comes to having good songs occasionally Alola beats Kalos any day of the week. Best track goes to The Secret Side of Aether Paradise theme.
