The HP is one of the few ways it stands out as it is. Give him a new ability that relates to its gargantuan size, lowers its evasiveness or increased chance of critical hits against it in exchange for double the HP

go use z-splash and sweep with waterfall or earthquake its that easy

Give it a sig attack which is a reskin of Heavy Slam, but damage is calculated with size difference instead of mass difference. Name it Tidal Wave, Dive Bomb or something else like that to justify making it its STAB. Won't raise its rank alone but would be interesting nevertheless.

I like the idea of giving Wailord a unique ability based on its humongous size.

Ability: Tidal Wave

Upon switching in, this Pokemon hits all adjacent foes with a Water-type, Special attack with Power equal to the current % of its max HP. This only works once per battle.

This would mean, of course, that a Wailord at full HP would hit adjacent foes with a Power 100, Water-type, Special attack. It will not work if it's the starting Pokemon.
