No need for reestrictions on legendaries. Even if it just evolves randomly.
Get a 3/4 iv ditto of the right nature and hope it evolves into the legendary you want. The chances are pretty small.
In theory you could get every pokemon in the same game without trading with this.
With your method you could "exploit" it to get multiple copies of legendaries, because they just respawn after doing the league again if you kill them. So you can battle them multiple times and get a lot of dittos to evolve into them. But you couldn't get all pokemon.
It really would be an interesting mechanic to work in and stop making ditto to be just the slut of the pokemon games.
