Gunk Shot would hit only 2 mons in the competition: Bulu, Ribombee.
Of the 2, unless Bulu has the specific berry, it gets OHKO. Ribombee will outspeed and KO with Pollen Puff.
For other cases, Ice Beam is far more accurate and reliable.
However, you are correct that Gunk Shot is less effective normally.
