This. It uses the same logic that Ghost uses for it to be able to be immune to Fighting and Normal, but not Steel or any other type that comprises of physical matter.

"Normal" people can't touch ghosts by any means, and ghosts also can't touch us. But a ghost can touch a ghost, so that's what you would use to fight a ghost.

For Dragon it's because only a dragon is as powerful as a dragon.

Normal/Ghost is equally interesting because it's the only type combination that is wholly immune to itself, discounting any ability interaction (eg., Electric/Ground with Levitate)

The idea is that ghosts are non-corporeal, so using non-corporeal ghost attacks or hurting its spirit using cruel Dark attacks is the most effective way to hurt them.

For dragons, it's basically a balanced way of saying they're strong against everything and only a dragon can beat a dragon. Since making a type resist almost everything and neutral to itself would be absurdly broken even by Gen 1 standards, they instead made it only resist the 4 starter/"elemental" types, weak to itself, and weak to ice because reptiles or whatever.

At the time of RGBY, it was good game design. There was only one Ghost type (Gengar), and one Dragon type (Dratini line). The idea of them being weak to themselves worked well because they, at the time, had so few other weaknesses. Now, the only Dragon move (Dragon Rage) and one of two damaging Ghost moves (Night Shade) dealing set damage was a pretty big design flaw.
