Yes. All pokemon from gen 6 and before were made available in gen 6, and gen 7 obviously contains its pokemon.

Yes. With a Kalos and a Hoenn game you can catch almost all Pokémon, and for those not available on neither of those games then you have the GTS.

For Gen 7 I can't tell too much until USM is released.

No, regionaltism is only worth it for your favourite mons. Say you're a big Charizard fag, you'd breed an adamant one with DD in FireRed and go full ribbon fag on it. It's too much work to do for more then a handful of Pokemon.

I made a living dex with X/AS and again in Moon. It's fine, but I still plan on catching them all in the older games. Probably won't do a living dex though

It means literally having them all.
You'd normally only have a Venusaur, you'd have Bulba and Ivy's dex entry but only a Venusaur.
With a living dex you literally have them all, not just their entries
