Seriously though, why do pokemon villains almost never use pokeballs? They could probably just catch pokemon normally and no one would stop them because they wouldn't be doing anything illegal.
The only reason I could come up with is that catching a pokemon in a pokeball registers it to that person (Trainer ID and all that), so they use nets and cages so the authorities can't track what pokemon they catch.
