I've seen several theories/reasons why Kris wasn't in HGSS such as it being a remake of GS and since Kris wasn't in those games they decided not to include her (what gamefreak said) or her design being outdated (a common fan theory.) They're both kinda bullshit though, Kris looks better in lyra's clothes than she does in my (and others) opinion so updating her design wasn't really a problem and Kris has an unused sprite in the pokégear in HGSS meaning she was going to be in it but they decided to replace her later in development. There's also the "Kris is worse girl" thing but we all know that's just a shitty meme forced by people with awful taste. We'll probably never get a real answer unfortunately.

Sprout Tower was full of Hoothoots, so the only other flying types befitting of a first gym were Pidgey and Spearow, the latter of whom a gym trainer uses. That's reaching a little bit. Just because she got into battling because it was popular doesn't mean she doesn't know anything about it. She clearly knows enough to be a gym leader and to abuse the attract/stomp strategy.

Two wrongs don't make a right, anon.

Let's compare strategies.
Bugsy, the easier leader before her, relies on Fury Cutter with Scyther, making use of Scyther's base stats for difficulty more than anything else. U-Turn in the remakes is more strategic in circumventing the "gym leader saves best pokemon for last" move. His Kakuna and Metapod are just standard fare for their species, not a whole lot of flexibility there.

Morty's all about consistent, fixed damage, whether it be by Curse, Nightmare, or Night Shade. Logically, I bet he feels he can end up with consistent results based on this setup. He also has Shadow Ball on Gengar and Lick so he can change things up.

Whitney's Clefairy will rely on Metronome as far as AI goes or inconsistent stuff in Mimic and the amount of hits, as well as accuracy, of Doubleslap. Encore's the only consistent thing there. Miltank, well, you know already. Everything but Milk Drink has RNG besides crits, Rollout being 90 percent accurate.

Bearing difficulty curve in mind, I feel normal type's "jack of all trades" versatility can lead to more thoughtful sets and that it reflects on the result more than Bugsy being stuck with two cocoon mons. Even Morty, who has three pokemon of the same line, seems to have a more thoughtful strategy. Is it more devastating? In most cases, absolutely. But does it reflect on much thought on the leader's perspective? I'd say, no, but that's just me. It's a legitimate strategy, just not a very thoughtful one. That reflects on her character to me(even though gym leader's aren't exactly deep and I might be reading a little too deep with this.)

With a dependence on luck like that, I wouldn't be surprised if she develops a gambling addiction. Hell, the Game Corner's within walking distance of her gym.

Return's one of the best Normal moves, and it would've been better to deal with than Stomp. Clef's not too tough, so those changes are more on principle than anything else.

Couldn't those have also made her harder? Coverage moves would've been nice but none of the other Johto leaders carry any either. I agree return would've been a better move for her but it seems like they wanted to go with "the incredibly pretty girl" theme.

Well, I think I've sufficiently proven I'm of the camp that is not fond of her "pretty girl" shtick, so maybe that's just what looks good from where I stand.

Clef's kind of a pushover, though, hence one of the main strategies being setting up on Clefairy, then bopping Miltank. When the gym's shaped like a clefairy and none of the Gym trainers use it, saving it for Whitney, you could stand to make it a little more formidable. I wouldn't hold Metronome in too high of regard in context of Clefairy's placement.
