Samurott isn't too bad. Its offensively versitle but it doesn't cut it when too many Water types are designed to excell at one role. Its even outclassed by Feralgatr when running a physical set, or Primarina when running special. Its only advantages over both of them is that neither of them can attack on both sides of the spectrum.

They get Shell Smash because Clamperl gets it. They can't actually learn it through level-up.

Also there are other Pokemon where Shell Smash fits more. People just want Samurott to get it because it's the worst Water-starter in the series.

Gen 5 had the first set of starters where not all of them could learn Earthquake. I think it makes decent sense for at least Samurott to get it too when it was inspired by sea lions slamming the ground.
