All of them, it was their gimmick and made them the only NPCs you could rematch other than Dailies and the League.
Unfortunately, they never got better teams as you progressed so they'd always use the same shit even in postgame.

Volt White and Volt Black (or whatever those hacks are called) actually have some of the breeders carry Chansey's on their teams for some easy EXP grinding at mid-levels.

grind prepost game the breeders are some of the best grinders

also clearly you've never heard of the unlimited rare candy exploit at the stadium,
there are breeders there that reward you with rare candy after a battle, and
having the breeders have the mechanic of rebattling them as long as you
enter a new area and return (exit and enter the stadium) then you'll be able to
battle them all day and harvest tons of rare candies which sell high apart
from being a god leveller when you're done ev training.

thats why i love ev training in BW2 then trade them to future gens it's just
so easy to obtain lvl 100 ev traines mons (unless you're looking for regular 4+ perfect IVs go to future gens for that)

This is minor, but the battle UI in SM kinda bad, I hate the random splashes of paint and how the Status condition of a Pokémon flashes. Feels like they were too lazy to put it somewhere else, instead it overlays the level awkwardly.

They're not set on purpose. It's just a flaw in the way the game handles how roaming Pokemon's IV's are registered once you encounter them. IV's are stored in 30 bits, separated by 5 bits for each stat, but only the last 8 will be stored properly. These bits include HP (bits 0 - 4) and some of the Attack IV bits (5 - 7). HP IVs are completely unaffected by this glitch since all of the HP IVs bits are within the 8 bit range but the Attack IVs are out of the range by two bits so while the Attack IVs are technically stored in the game, it's impossible to have an Attack IV greater than 7 since the last two bits will always be a 0 (this means the highest possible binary value is 11100, or 7). And since it only stores 8 out of 30 of the IVs bits for roaming Pokemon, the remaining 22 bits are stored as 0's, effectively giving your Pokemon 0 Speed, Defense, Special Defense and Special Attack IVs every single time.
Tl;dr your roaming Pokemon are shitmons who will have IV spreads that look like this.

Honestly made me stop playing because I just hated the system too much and only being offered 1 star shit even at later levels pissed me off.
