If it is like >>33056623 says, it would not be broken at all as long as the mon itself isn't very good. A grass/poison or grass/steel with 80-100-100 bulk or higher would be too much, but any other combination works. Grass is already unaffected by it, and any grass special attacker fucks it over with HP fire or the likes. As it is contact, you could generally see it coming from a mile away anyways.

It all depends on the mon, lots of bad mons have great abilitys or moves but not the stats to make use of them.
