It's Alola. Not Hawaii. The language isn't the same in our world and in Pokemon world. I played the game in Japanese, and everyone, including other characters from all over the world, spoke Japanese. Nowhere was it mentioned that they're supposed to be speaking English. Don't know where you're getting that from.

Pokemon XY also has the same thing, where player Serena uses her standard smiling face throughout the entire game in the overworld. None of the camera shots ever focus on her face, though, so it's less noticeable. Rival Serena's a different entity, her expessions already have the grey eye color and fair skin tints applied, so they can't be used with player Serena, as her textures have white, mannequin-like skin and silver eyes, tints are applied when determining skin and eye color to give her those.
May and Brendan in ORAS are able to express themselves more, since they use the same model both as a rival and as a player, and the rival has a lot of expressions to choose from. This also allows camera angles to focus more on their faces.

It seems like Pokemon SM tried to follow ORAS's footsteps in that regard, but it falls flat since You/Mizuki don't have any facial expressions in the overworld.

Looker i bad at english and japanese but good at french whih is why he speaks more awkwardly in Sinnoh, Unova, and Alola compared to Kalos.

Also a girl from one of the japan regions clearly speaks japanese in his looker missions and he cant figure out anything of what she said properly until Espurr and Emma translate it for you.

His expression does change once or twice throughout the game. I don't remember exactly when, but I distinctly remember thinking "wait, if he has a frowning animation, why is it never used?"

It's really baffling. Could they just not be bothered to change his face? I'm not crazy, right? Someone else confirm. I swear he frowns at some point.

I'm pretty sure the only time the main character's expression changes is in those few cutscenes where a more detailed character model is used. The default model that's used for most of the game and most of the cutscenes is always smiling.

I remember seeing an image or post a while ago where someone looked in the game files and saw that the less-detailed model had only two textures for the face: smiling with eyes open and smiling with eyes closed (to be used for blinking). But I don't have the image with me.

Yes, and French is confirmed to be a different language, one that is used in Kalos. It was confirmed in-game, by multiple NPCs. They even reference Blue learning the language. And no characters from previous games return, which kind of backs up the claim that they don't understand Kalos' language, French.
None of that is the case with Alola though. There is no reference it having a different language than Kanto. As far as we're concerned, it uses the more universal language, one used everywhere in the world. That's why everyone from everywhere is able to communicate easily.

Actually, there is one case where English isn't seen as PokeJapan's language. Fantina. In English version, she speaks in French accent, but in the original Japanese version, she speaks English. She mixes English words up with Japanese. However, that is the only case where the two are seen as distinct. You can take that as a proof, or you can consider it a mistake or some weird fan service and pay her no mind. This was, of course, before Pokemon started exploring the world. At the time, Pokemon was all about Japan and saw everyone else as outsiders. It was only in the next generation did they care about the rest of the world and introduced Unova, a region in US. So they probably didn't think Fantina through. In Unova, characters like Looker, Cynthia, Sabrina and Caitlin, all who speak Japanese, are doing perfectly fine. There is no sign of a language barrier. Not to mention Fantina spoke the same way in Unova, when she appears in BW2. So yeah, GF most likely didn't think this through.

Of course, this has nothing to do with SM protags. That HILARIOUS JOKE about them not understand Alola's language doesn't make sense. You get dialogue options in SM, meaning you literally speak Alola's language. Not to mention you can read all the signs and books you come across, even understand what's on TV and shit. SM protagonists clearly understand Alola's language. Whether it's because Alola and Kanto have the same language, or because the protagonist learned Alola's language before moving is unclear. Considering how Kukui had zero problems in Kanto, how Lillie went to Kanto without any thoughts given to potential language barriers, and how everyone from PokeJapan seems to be doing just fine, it's more likely that Kanto and Alola have the same language. That makes way more sense than saying literally everyone in multilingual.
