In universe this is utterly untrue. Several characters back up that what Lysandre is saying about it is correct. They just don't show you in a game for children.

What you're saying is, once again, not at all the case. Lysandre is one of the most generous and prolific characters in Kalos. Any prosperity it enjoys is almost entirely on his back. He created advanced technology and basically funds the community. The people essentially leech off of him rather than help their community in turn.
