The difference between them is Claire does it because she's prideful over using one of the best types in the game, presumably wrecking a majority of her challengers beforehand, and losing. Whitney just does it because she's a crybaby, and yes, I know Miltank is that one boss, but I'm speaking in-universe. Everything else about her gym is relatively unremarkable by comparison.
