Possibly, it makes at least a little bit of sense. They need to hurry up and make a good physical electric move that's not exclusive to certain Pokemon though, Electivire is in dire need of that. And it's not the only one.

Then make Wild Charge 120 BP with 33% recoil, like Double-Edge and its variants.

This is true. Despite Jynx's original design and censorship. Jynx was a good pokemon that had decent stats. 95 base speed and 115 Sp-Att is good for an ice/psychic type and a decent move pool. If she got an additonal evolution like Magmortar and Electivire did or a mega evolution she would be and probably be in UU or maybe OU and that's a strong maybe. But gamefreak buried her line because alot of ways to get her is usually at end game or you have to trade.

That may be true but if this does happen in the future maybe they will add speed and not lower it. Jynx isn't going to be defensive with it's shit defense already. Ice types in general are terrible in defense. What game freak should do for ice types is look at Jynx's or Weavile's base stats. Make Ice types glass cannons that can hit hard or cause trouble for teams. I mean if gamefreak made so many bulky ice types in the past and they all failed, it should be about time they change it up and let Ice types be speedy hard hitters.
