You mean he isn't? I thought the anime was the story of a couple of lowly Team Rocket grunts stumbling their way through the world. Their backstories are all expanded, while the "heroes" barely have any (if at all); they have more development and character dynamics, and they have better reasoning when they reboot their teams.

I used to laugh at him for being an effeminate wimp, but now I admire his sincere love for his Pokemon as well as integrity which he tries too hard to conceal and as a villain but still often surfaces on occassion.

I also find him cute and sexy.

They should have fucked off years ago. They really don't do anything worthwhile in the anime and have just been either a nuisance, a plot device or...well, absolutely nothing.

People only like them for nostalgia or because they can relate to how big of losers they are while exaggerating their so-called "deep backstories".
