Breaks Chansey without even having to use its Z-Crystal. And Z-Rain Dance means it isn't dead weight against offense teams either. 6-0's any stall team not carrying Mantine. And there are other things that fucking destroy Stall out there too, like Bisharp, and Mega Gyarados, and even Greninja with the right Z-Crystals. Z-Crystals in general cut off Stall's tiny shriveled balls. If you're still struggling with stall like you used to you are just bad at team building.

And the regular Surf does about 41% in the rain, 27% without, plenty enough to score a kill if they didn't use Moonlight or Wish the same turn you pooped your Vortex. And then there's the fact that since you have Rest, and stallfag most likely isn't running a Calm Mind set since unaware Clefable typically do Heal Bell, leaving no Room for CM, you can run Clef out of PP for its healing move, or run it our of Moonblasts and render it impotent. You do get 32 Tail Glows, after all, and you can Rest to save PP as well. Why not use all of them while the stall player is dicking around with the only thing that can actually wall you at +6?
