But Swampert steamrolls Hoenn. Literally the only battle that challenges it is May under the bridge, and that's easily fixed by keeping a decently levelled Taillow. I've never had nearly as much fun running Torchic -> Blaziken (too frail) or Treecko -> Sceptile (too weak, too frail, lol mono-Grass) as I have running Mudkip -> Swampert.

As a TM slave it's perfect.
As something you might actually use its kinda rubbish speed and native move pool will only slow you down. Clear the first gym with piplup if you must, but then afterwards use your Floatzel, Golduck, or Gyarados.

No, it bodies old Hoenn as well. You trade having any physical Water STAB for much earlier physical Ground moves. And it's not like there's anything particularly wrong with going mixed on your starter in-game. Surf is handed to you halfway through and hits reasonably hard coming off of Swampert's base 85 Special Attack, and picks up the slack between Mud Shot (which starts to fall behind around this point) and Earthquake (which you won't get until level 52). You also get Ice Beam at Mauville with a bit of grinding, letting your mud fish take out dumb birds, Dragons, and slower Grass-types all by itself.

There's no point in getting Ice Beam in Mauville, you can just get it later in the Abandoned Ship or buy Blizzard. The only threatening Grass-type is Grovyle anyway. Maybe Ludicolo in Emerald.
