It has to do with programming. Before you couldn't have a Pokémon with no type. It had to have some value for type. So ??? was created to work the same as if there were no type.

Now you can have no type.

It's like how a multiple choice question still requires you to select "none of the above" if none of provided answers are correct, whereas now you can just select nothing.
