the timeline is whatever order the games come out.

ORAS is newer so it's more recent in the timeline.
FRLG is older so it's the oldest in the timeline.

Because designing redesigns and then making sprites for 50+ Trainers that are exclusive to one area in the entire game is fucking retarded?

The difference between BW2 and SM is that not all those trainers have models that they can use or reuse. Grimsley, Colress, etc. didn't have models from ORAS or XY so they needed redesigns or models for their current design. Wally already had a model from ORAS, and GameFreak would rather reuse it like they did for all the HGSS sprites in BW, than make yet another redesign.
