Johto has Magcargo's ridiculous heat plus Tyranitar's immunity to everything with a side of nuclear-level offensive power. The only thing that can rival that is Gardevoir's miniature black holes, and even that might not be enough to overcome Tyranitar's inability to be harmed by any sort of attack.

That still leaves Tyranitar's "perfect defense". Its body is established as immune to harm and it being a Dark-type shuts down any mental shenanigans while making spiritual attacks very difficult to pull off effectively. If that weren't enough, the thing is so strong that it can radically alter the landscape, a level of power that pushes it into the range of a living nuclear weapon. Oh, and it can Mega Evolve for a significant increase in power and durability on top of all that. Sure, game mechanics would have it drop like a bitch to the first Machamp or Breloom to land a punch on it, but that Gold version Pokedex entry basically says "fuck that" and makes it nigh indestructible.
Shit, the Pokedex hypes it up so much that I'm pretty sure Johto's next strongest contender is fucking Pupitar, which is somehow also able to bring down entire mountains on its own.

Right, Machamp's one arm moves mountains. Tyranitar's one arm destroys them. It takes a lot more power to destroy a mountain than to move it, and moving it takes a lot of fucking power in the first place. The Gold entry would still say that Tyranitar wouldn't be hurt by Machamp's thousand fist barrage, but as >>33018554 pointed out it could still get tossed the fuck out of bounds I guess. Dunno if Machamp would be the one to do that, Tyranitar has a slightly higher Speed stat so it may be just fast enough to not get caught. Then again, anything that can move fast enough to punch a thousand times in two seconds should be damn hard to keep away from so Machamp should take it anyway, stats be damned.

OP's rules don't mention an arena. Maybe Machamp could toss it into orbit, I don't think Tyranitar can breathe in space.
