The only reason why more people would recognise a Dewgong faster than a Primarina is because it's one of the original 151. That's it. Anything else, any Water type is better than Dewgong. It's meh in-game, it's non existent in competitive, it rarely ever appears on people's top 10 favorites, it's as much of a "literal who" pokemon as you can get.

They look like rudders to me, so they probably cut through the water making her a faster swimmer.

Sorry for being blunt, but, well, you are wrong. Primarina simply doesn't try to be a design that everyone will like. It tries to be a design that some will love, and completely succeds at that. It doesn't matter if 80% of the people like it instead of 100%, because those 80% people will show their support more than any of the people who just "like" Dewgong will.
If we were to follow your logic, all that would be left are generic designs that may be liked by everyone, but loved by no one.
Besides, Primarina succeds in both having a big fanbase and a supportive one. It's not divisive, it's a success.
