Yes you can. Don't be blind, there's plenty of fan redesigns or renditions out there that look better than the actual, canonical Pokemon. Not just in Primarina's case, either - pic related. Wasted potential if you ask me; Not fine at all. "Never intended", sure, but saying "never seen" is just playing dumb. Also awful comparison there, mate. We're talking about singular Pokemon design here, not fusion gimmicks or quality of a game/generation.

I think, what he meant is, Primarina happened to be one of the most popular 'mons from Alola, and unlike something like Crabominable, it gets a ton of support, art, and attention. So, while it's possible that an alternate evolution for it would have been "better" (and by this I mean more popular; no reason to discuss about the taste of every single individual) it also would have been very unlikely.

That's actually a fair point, but really most starters are popular by default regardless of design faults. People are a little too forgiving in that way.

With Rowlet, people actually got it right. They were predicting a knife thrower and that's basically what Dartrix is. Decidueye just expanded the concept as an archer.

People like to shit on the circus theme theory in hindsight because it didn't come true, but at the time the starters were first revealed it was a pretty logical assumption to make. This kind of thing seems to happen a lot in the Pokémon fanbase.

Oh, sure, I was just saying that being better than the/one of the "best" (again, talking solely about popularity here, nothing objective or subjective about design at all) fully evolved Pokémon from Alola would be much harder than being better than one of the worst, so I don't see how Crabominable was a good comparison either. Plus the first comment said that a very generalized and completely different archetype of evolution would have been better than Primarina 100% of the time, and you probably agree that's a pretty uneducated assumption.

tl;dr: I can easily see a fan rendition of Crabominable being more popular than the original, but it's VERY unlikely the same would happen for Primarina, because for it to happen it would have needed to be more liked than something really liked.
