I like to keep Legendary Pokemon separate from Mythical Pokemon because mythicals tend to be cutesy petite things with gimmicky abilities that completely stink up the lore. As I can see you've placed most of them in Unremarkable so might as well just not consider them. They're in a completely different league and should be judged on different principles.

Design-wise, the thing that ruins Volcanion for me is its stupidly overdesigned head. Not even the rest of its body, just the head. I used to hate the entire design, but then I realized that the body and feet are supposed to look like steam boilers and pipes, so that's kind of nifty, but the head is still shit tier.

Gameplay-wise it's shit because it was shafted, wasted potential. Kalos had a steam plant, they made a steam Pokemon. Were they connected at all? No, no they fucking weren't! It was crudely dumped at the end of ORAS's lifecycle as a forgettable event matched to the release of its movie (its only purpose to exist) and never brought up again.

Lore-wise, it's a clusterfuck of nonsense, but then again, so is every Mythical.

Volcanion is a posterchild of the major disappointments surrounding the franchise today.
