That's a waste of time and pretty unreasonable for a fighting game designed like Pokkén is. If it had been a shitty MvC clone or shallow Netherealm fighter then sure it should have a gigantic roster. The issue was people who play Pokemon generally don't play fighters and have zero knowledge of the genre. They got a fairly deep 3d fighter with an admittedly small launch roster when they wanted a shallow beat em up where they could play all their favorites.

Hawlucha doesn't have electric powers (which make up a huge chunks of Libre's moveset) and Croagunk isn't a ninja

In Smash, the clone character's movesets still make sense thematically (minus Falcondorf), but you'd be hardpressed to find two Pokemon whose fighting styles are completely identical.
