This group of autists known as smogon decided that the children's' game that is pokemon wasn't organized enough for them, so they divided all of the pokemon up into different tiers: OU (overused), UU (underused), BL (Borderline OU, so not quite OU, but Banned from UU), RU (Rarely used), and NU (Never used). All of these tiers are based on how viable the pokemon is in competative and how often it is seen when playing competatively.

Now you can see why people hate Smogon and Smogonfags: they create META for pokemon (M ost E ffective T actic A vailable), which entirely defeats the purpose of playing: everyone is gonna want to use smogon sets or else they're gonna lose to the smogonfags that do use the sets unless they have a specific counter.

tl;dr OU is a popular way to play pokemon. Not exactly a good one, but a popular one nonetheless.
