Steel is balanced. It's weak to Fire, Ground, Fighting, which is some of the best offensive types in the game and fairly common (earthquake, etc)

It was fine, as Steel was originally conceived as a typing that

Yeah steel was always sheer overkill from day 1 just because GF was too scared of another gen 1 type dominance in the direct sequels, but now its just archaic and unnecessary.
