I've scoured the internet searching for a way to either re-activate the event that allows you to select your starter Pokémon, in order to receive all 3, at Level 5, from Prof. Oak, & I've found absolutely nothing, no Gameshark(s), no Codebreaker(s), no cheats, codes, or anything of the like.
Every method ended in using the encounter codes to catch them in the wild, but I've seen plenty of times in other versions where, there was a code that allowed you to continuously pick up the Starter Pokéballs after one-another. There was also the time-save glitch that requires absolutely perfect timing & I'm unable to utilize this method on a Mobile Emulator.
My question is, Are there actually any Cheats/ Codes that allow the player to receive all 3 of them from Oak, when choosing your starter, or a Rom Hack of Blue version that works around this event & allows for continuous selection of the starters?

I used to own the codebook that went along with the "Pokemon Edition" GameShark. I'm 100% certain that there was a code that put all three Pokemon in your inventory from picking up one ball. (And I think it HAD to be Bulbasaur or it wouldn't work.)
There are better alternatives to what you're trying to do, though. You could trade them over using a link compatible emulator, or you could inject them after you pick up your first starter to simulate retrieving them at the start.
