Pokemon battles have an ultimately bad impact on the regions they take place in.
You have people on the roads between cities who will try to beat up travelers' pets and rob them, resulting in a high demand for publicly funded veterinary care.
The publicly funded veterinary care ends up blowing the budget, and doesn't allow for repairs and maintenance to infrastructure, leaving routes between cities crumbling and hard to get through, if not impossible without having to cut a tree, smash a rock, or fight off wild pokemon or muggers, increasing the demand for publicly funded veterinary care even more.
If they 1) ban all unsanctioned and unsolicited Pokemon battles, and 2) end the public funding of Pokemon centers, there will be enough money to repair, maintain, and patrol routes between cities, making them safer and effectively eliminating the demand for public veterinary care.
