I keep getting this error message every time i go to load up

SD cards have a lock on the left side, try switching this lock. Because of this lock you can't modifiy the contents in the SD card, and that might be the reason why your 2DS shows that message,

Yeah it's exactly as anon said just switch the lock and everything will be fine.

I flipped the switch but am still getting the message.

Are you using a micro SD and an adapter? Perhaps you could try with another adapter, sometimes because they're old things like this happen.

Kids these days...

Also having an SD card being bigger than 32 GB needs to be formatted properly to work (back up your stuff before formatting if you try). Though I don't think that's the error message that would pop up.
