Ethan obviously, there is no point to having the main character of the second generation lose their climatic battle against the strongest trainer.

To add further, Ethan defeated the Elite Four and Lance along with 16 Gym Leaders which includes the previous Kanto Champion Blue. Ethan also has encountered the Legendary Dogs and Lugia or Ho-Oh along with having defeated the rest of Team Rocket and then climbed Mt. Silver like Red before him, they are clearly at least equals and then factor in how Ethan has the higher diversity in Pokemon from Kanto and Johto and it just seems plain obvious, not to mention if you include the remakes, Ethan may have various other Pokemon from 3rd and 4th Gen which just makes Ethan further stronger than Red.
