Not as broken as gen 5 because you need to sacrifice your item slot, one of your moveslots, and spend a turn of setup.
It's no coincidence that weather completely died in gen 6 after the nerf. There should be a middle ground between the uselessness of current rain dance and gen 5's permadrizzle. I want to find that middle ground

is a actually good point.
You can get punished a lot for setting terrain/weather through a move. Automatically activating it though an ability is nice but wasting a turn, a move slot, and potentially an item slot to set up should be rewarded.
It would also add some diversity to terrain/weather teams.
