It had a stupidly high 80/100/200 bulk, and the Gen 3 meta saw very little in the way of strong Fighting, Steel, or Fire types.
Notice how it immediately drops to the lowest tier when the meta starts favoring things that it's weak against. Regice got lucky in that it was introduced in the last meta where defensive ice types could do something. Sneaky Pebbles may or may not have something to do with that not being the case anymore.
