All the "unused" icons and such are actually used for specific things. In the case of the Pokecenter, gift, and Wally/Archie/Maxie icons, those are used for real life passerby events and in the Maison, respectively.
This is kind of like how XY has "unused" trainer customization options like this face, which is also used in the Maison, as your friend.
