It is cool. How do we make it OU by changing one small thing about it? What if its ability didn't require items, and you could choose which type you wanna be each turn via a drop-down menu? Not any more broken than Protean.

Well if you can choose which type, then Scarf Silvally would pretty much be guaranteed to outspeed and hit anything with an SE Multi-attack.
Sounds like OU material to me.

>Replace RKS System with Adaptability
>Add RKS system as a key item
>RKS item lets you set your Silvally to be any type, or any dual type combo.
>Give it recover or leech life
>+5 to each base stat
Is it usable now?

That would be significantly better than Protean for the simple fact that it would have literally every type of STAB coverage with just a single moveslot. But our boy deserves nothing less than that.
SD sets would be nuts because you could afford to run any combo of Parting Shot, Explosion, Sub, Toxic, etc while still having perfect coverage. And Scarf sets would be everywhere.

I'd allow the Memories give it STAB to moves of the corresponding type.

RECOVERY
MOVE
It has nice bulk, but no way to heal

Even if it isn't OU it's still my favorite Gen 7 Pokemon. I just loved the day it was revealed and the thread I was in when it was.
It's a minor thing, but I just found out Mult0Attack is a physical move. I dunno, I guess I just assumed it was a beam of energy like Tri-Attack. It should do special damage if the user's Special Attack is higher.

>+5 or +10 to every stat
>Recovery
>Memories give boosts to their respective attacks
Did I win?

At least some of its forms would be OU and the rest would be UU with maybe something like Bug-Silvaly being RU.
